Given these unprecedented circumstances, changes to the way we work have taken place across council services.

Planning applications are still being processed in the usual timescales and any application which requires to be heard by the Planning Applications Committee (PAC) will still be dealt with in this way. In line with direction from the Scottish Government's Chief Planner, maintaining a functioning planning system in the current circumstances has a crucial part to play within and beyond the immediate emergency and a high performing planning system will have a critical role in supporting our future economic and societal recovery, and our future health and wellbeing.

The Scottish Government has provided a legislative basis for holding virtual Planning Applications Committees and we are currently working through the details of this. Any application requiring to be dealt with by a PAC will be determined in this way whilst the current restrictions are in place or at a future PAC after restrictions are lifted.

Planning applications are only required to go before a PAC if they are deemed as a 'major' development, in relation to the terms set out in the planning legislation, or if 10 representations are received relating to the application.

Any planning application which meets these requirements will still be determined by the PAC.

Before any application goes before the PAC, it must be assessed against the relevant policies and material planning considerations taken into account before a report with a recommendation is presented. This process takes time and is continuing, as far as possible, with site visits unable to take place at this time.
