Second hand goods licence
Find out how to apply for a second-hand dealer's licence.
Before you start
If you want to sell second-hand goods, you'll need to get a second-hand dealer's licence from the local authority you wish to sell in.
You don't need to apply for a licence if you're a:
- pawnbroker and wholesale dealer purchasing exclusively from licensed second-hand dealers
- charitable business for the purpose of the Income Tax Acts
- business dealing in second-hand articles that are incidental to another business
- business financing the acquisition of goods by means of hire-purchase agreements, conditional sale agreements or financing the use of goods by means of hiring agreements

If your application is refused
If your licence is refused you can appeal to the Sheriff by writing to Paisley Sheriff Court.
The appeal must be made within 28 days of the refusal.
